Filling a Senate seat vacated by one presidential race loser with another presidential race loser seems odd, but Massachusetts seems to have a surplus of them. Between Dukakis, Kerry and Romney, Massachusetts seems to have more governors and senators who tried to run for president and failed… than it has revolving door prisons.
Michael Dukakis, the former Democratic presidential nominee, could be appointed to fill John Kerry’s Senate seat as a “placeholder,” reports indicate. Kerry is expected to be named secretary of state by President Barack Obama.
With Kerry then moving out of the Senate, Governor Deval Patrick will have to appoint someone to replace Kerry. That person could be Dukakis, if Patrick is looking only for a “placeholder,” someone who would not run in the special election for that Senate seat.
“He’ll most likely appoint a placeholder. A lot of people speculating that’s Mike Dukakis,” Boston political consultant Jim Spencer tells the Hill newspaper. “That’s the most obvious choice. Everybody thinks it’s Dukakis.”
Sure. Who doesn’t have a soft spot for Dukakis. Just imagine a world where Dukakis beat Bush in ’88 and then lost to Donald Rumsfeld in ’92.

I would argue he's probably a mix of both, because he does share the traits of both (inasmuch as Dukakis and Carter shared some characteristics).
Mike Dukakis would be an excellent senator. He is intelligent, knowledgable and honest, and he was a good governor of Massachusetts. He is far superior to John Kerry.
