The fatal flaw of the peace process.

In the years that followed the 1967 Six Day War a prevailing conventional wisdom developed among Western policy makers – especially in Washington — that simultaneously contends that a “strong and secure Israel” should have, as per UN Resolution 242, “secure and recognized boundaries” or simply “defensible borders,” yet nonetheless calls on Israel to make unilateral territorial concessions (today’s PC term is a return to the pre-’67 lines with “mutually agreed land swaps”) as part of an ultimate peace settlement with its Arab neighbors.

Strangely few perceive the inherent contradiction between the call for a “strong and secure Israel” and the call to give up the very territory that would – at minimum – comprise said strength and security.

This was the case with Egypt, for example. More than 30 years ago, Israel gave up the entire Sinai Peninsula, including its vast strategic depths and bottleneck passes as well as the Abu Rodeis oil fields, which supplied Israel more than half its energy needs and would have made Israel energy independent within a few short years more than 30 years ago. And this is also the case today with the Palestinian Arabs. As long as there are Palestinian Arabs willing to take territory from Israel even without any quid pro quo from their side, Israel is expected to unilaterally give up its most strategically critical territory.

Israel, without the administered territories, is a strategically crippled country. These areas, known historically as Judea and Samaria and labeled “the West Bank” following the Jordanian occupation of said territories in 1949, are the key to Israel’s strategic strength against any attack from the east (Jordan, Syria, Iraq, Iran, et al.). An Israel with control of these territories is a strategic asset to the West in defense against radical Islamic expansionism no less, if not more, than during the Cold War period when Israel was the West’s reliable bulwark against Soviet expansionism in the Middle East.

Up until the late 1980s, following the outbreak of the so-called “Palestinian uprising” or “first intifada,” everyone viewed the security threat to Israel to be solely by conventional Arab armies who, to quote the late Egyptian President Nasser, wished to “drive the Jews into the sea.” In the following two decades, with the vast increase of terrorist attacks and the introduction to the missile age, it appeared that conventional war no longer threatened Israel’s existence per se. And if the threat was primarily terrorism and missiles fired from afar, territory with its high ground and strategic depth no longer seemed as important. From the standpoint of Israel’s national security, however, this is a misconception. Territory is not only still vital for national defense, it is even more so than previously.

There is a basic premise: Israel’s security can be discussed only in terms of national survival. It is necessary to understand the price Israel pays if she unilaterally gives up more of these territories and what she benefits by their retention.

Given the three potential threats of missile attacks, terrorism, and conventional warfare, Israel must retain a safety zone with the aforementioned high ground and strategic depth to deal with any potential future threats — even if political agreements are signed with its Arab neighbors. Israel cannot afford to bet its survival on signed agreements while giving up critical tangible physical strategic assets. Israel needs to maintain the ability to defend itself under any and all possible circumstances. (Given the Muslim/Arab history for not keeping agreements with non-Muslims, this is not mere whimsy.)

The key question Israeli policy makers must ask themselves: If Israel were attacked by a combination of a conventional Arab army, ballistic missiles, and terrorist bands, would a truncated border with its lack of strategic depth be sufficient for the IDF’s small standing army to successfully repel the invaders and do so with minor damage to Israel’s national infrastructure? Or to be blunt: Could Israel survive such an attack in the event of an all-out war?

Last week Mark Perry—a writer with a long anti-Israeli pedigree—published a much-talked-about article in Foreign Policy. It claimed Azerbaijan had granted Israel use of some airbases for an Israeli attack on Iran’s nuclear facilities—thereby helping Israel solve problems of refueling its planes and making an attack much more feasible.

Azerbaijan is a small, mostly Shiite Muslim country on Iran’s northern border. It has long been concerned about Iran’s treatment of the ethnic Azeri population living there. Azerbaijan is also one of the few Muslim countries having close economic and strategic ties with Israel.

Perry claimed his inside information came from U.S. sources, particularly “four senior diplomats and military intelligence officers.” He quoted one intelligence officer as saying: “We’re watching what Iran does closely. But we’re now watching what Israel is doing in Azerbaijan. And we’re not happy about it.”

In a much-talked-about reaction to Perry’s article, John Bolton claimed the Obama administration had intentionally leaked the story “as part of [its] campaign against an Israeli attack,” weakening Israel’s hand by revealing “very sensitive, very important information.”

Bolton said that, while he didn’t have hard proof of it, “Clearly, this is an administration-orchestrated leak. This is not a rogue CIA guy saying I think I’ll leak this out.”

He added: “It’s just unprecedented to reveal this kind of information about one of your own allies.”

One major Israeli military analyst, Ron Ben-Yishai, reacted similarly to Bolton and went even further, writing that the Obama administration was carrying out a “targeted assassination of potential Israeli operations in Iran” with media leaks that had “caused Israel substantive diplomatic damage, and possibly even military and operational damage.”

Along with the Foreign Policy article, Ben-Yishai emphasized a report by the Congressional Research Service, also published last week, claiming an Israeli attack would only set Iran’s nuclear program back by about six months. “Any Iranian intelligence analyst” reading these two open sources, Ben-Yishai averred, “will find invaluable information there.”

And having served as a reporter in Washington for seven years, Ben-Yishai said he

kn[e]w very well that with a few exceptions, the U.S. administration knows how to prevent leaks to the media if it so wishes…. What we are seeing here is not a trickle of information, but rather, a powerful current, a true flood that leaves no doubt as to the existence of an orchestrated media campaign with clear aims.

The administration, for its part, denied leaking the information on Azerbaijan and said it would “gladly prosecute” those behind it if it knew who they were. An official told Israel’s Ynet that Washington and Jerusalem were cooperating more closely than ever on Iran and making “tremendous efforts.”

Iran initiated a close relationship with Venezuela when Venezuela’s president, Hugo Chavez, hosted the 2000 OPEC meeting in Caracas. (Shireen T. Hunter, Iran’s Foreign Policy in the Post-Soviet Era: Resisting the New International Order [Santa Barbara, CA: Praeger, 2010], p. 233, not available on line, quoted here.) Since then, Iran and Venezuela have consorted with Cuba and Colombia to create terrorist havens and missile bases with missiles capable of carrying nuclear payloads in South America that have the southern half of the USA in their range. Thousands of Arab and Iranian terrorists have infiltrated our southern border for a decade and reside among us, undetected, as sleeper agents.

How have decades of American Presidents allowed this to happen? — not for lack of knowledge.

In July 2003, A Report Prepared under an Interagency Agreement by the Federal Research Division: Terrorist and Organized Crime Groups in the Tri-Border Area (TBA) of South America (Library of Congress, July 2003, now published in e-book form, and summarized here) alerted us to the threat of Arab and Iranian terrorist camps in South America where, since the early 1980s, Arab terrorists have been sending thousands of their cohorts to the almost inaccessible jungle and mountain region between Brazil, Argentina, and Paraguay (known as the TBA, Tri-Border Area or La Triple Frontera).

Terror training camps and arsenals have been established, virtually out of the reach of local law enforcement or defense forces; and elements from Hezbollah, al-Gama’a al-Islamiyya, Islamic Jihad, al-Qaeda, Hamas, and the Lebanese drug mafia operate in partnership, freely and openly in conjunction with local organized crime and corrupt government officials.

The TBA has become a virtual haven for Islamic terror groups and a base for terror operations against South American targets. The large and growing Arab population of these states (in excess of 750,000 by local estimates) provides a community highly conducive to the establishment of Islamic terrorist sleeper cells throughout the area.

On October 6, 2003, U.S. News and World Report alerted the world to a rising new star in the galaxy of anti-American terror-supporting nations: Venezuela. Unlike the TBA where Iranian and Arab terror organizations operate despite efforts of the host nations, Middle Eastern terrorists in Venezuela have the full support and collaboration of Hugo Chavez.

Thousands of terrorists now occupy an unknown number of camps in (northwestern Venezuela), and move about with the support and collaboration of the Venezuelan government. President Hugo Chavez plays host to a growing horde of Middle Eastern terrorists from some of the USA’s most notorious enemies, including Libya, Saddam’s Iraq, Syria, Egypt and Pakistan…These terror groups are known to work in conjunction with the Colombian anti-government insurgency group, FARC (Fuerzas Armadas Revolucionarias de Colombia = Colombian Armed Revolutionary Forces). They offer FARC terrorists safe haven in mountainous and unpatrolled regions of Northeastern Venezuela.

Chavez by then was America’s newest nemesis, with close ties with Cuba’s Castro and alliances with some of America’s most notorious enemies in the Middle East.

In July 2004 a small local Arizona weekly newspaper, the Tombstone Tumbleweed, reported that two groups of Middle Eastern infiltrators were caught by the Border Patrol (originally here. Now no longer available on line, but reproduced here and here). The Tumbleweed verified that a flood of Middle Eastern males were caught entering Arizona illegally from Mexico. A Border Patrol officer reported that since October 1, 2003, agents in the Tucson sector apprehended 5,510 illegals from countries other than Mexico, Central or South America, including large groups of non-Spanish speaking males. About two-thirds of these were of Middle Eastern origin and spoke Farsi or Arabic. A large number of these, and other groups of similar ethnicity, escaped capture and disappeared into the United States.

Legal entry into the USA is very easy for citizens of Saudi Arabia, and normal legal channels are open for citizens of most Arab countries. So why sneak in illegally via Mexico if you are in the USA on legitimate business? It seems more than likely that some are terrorists who, once they have eluded the Border Patrol, can connect with established contacts in the American Muslim community and become sleeper agents preparing for future terror attacks within this country.

In December 2004, US concerns about security south of the border were heightened when a Libyan-flagged cargo ship with an Egyptian captain and Sudanese first officer was seized in Honduras, carrying 900 tons of unreported explosives. The ship was bound for Venezuela.

Concerns were ratcheted even higher when an al-Qaeda agent, captured in 2004, revealed an al-Qaeda plot to move nuclear materials into cooperative South American countries for future nuclear attacks on the USA. In chilling corroboration of this report was the theft, just a month earlier, of a crop-duster in Mexico, which disappeared into the United States. The suspected thief, Adnan ash-Shukrijumah, is one of the world’s most wanted terrorists and a high-ranking official in al-Qaeda. He trained as a pilot in flight schools in Florida and Oklahoma, and shortly after 9/11 he trained as a nuclear technician, along with three other al-Qaeda sleeper agents, at McMaster University (Hamilton, Ontario, Canada). While there he stole 180 pounds of nuclear waste from McMaster’s nuclear reactor. Nuclear waste can be used to create nuclear “dirty bombs.” Later he was singled out by bin Laden to serve as the field commander for the next terrorist attack on U.S. soil, a nuclear attack code-named “the American Hiroshima.” Attempts by American law enforcement agencies to access information on him from McMaster University have been rebuffed on the basis of student confidentiality. The latest “FBI Most Wanted” reports (1/19/2012) indicate that he is still at large, with his crop-duster.

As the administration fiddles and fumbles with its soft- on-terror policies at home, one Obama-blessed campaign abroad is hitting al Qaeda and its franchises hard: the drone war.

Drones work. They kill terrorists. Important terrorists. And we don't have to squabble about where to put their shredded bodies on trial.

For all the billions poured into Afghan pockets, the continuing giveaways to well-connected contractors, the abuse of our military as glorified aid workers and terrorist targets, and the general strategic incoherence in Washington, we're getting this one thing right.

On Tuesday, an up-the-ante wave of attacks fired 18 missiles from Unmanned Aerial Systems. (UAS is our term of the week for drones.) The strike hit a terrorist stronghold, killing another dozen or more militants.

It’s an expensive way to kill raggedy-butt bad guys — but a great deal cheaper than farcical terrorist trials or the occupation of countries that haven’t reached the outhouse level of technology.a

And remember: Syria has a great friend in the Oval Office.

JERUSALEM, Jan. 17 (UPI) -- Syria has allowed Lebanese Hezbollah militants to train with advanced anti-aircraft missiles in its territory, a U.S. source says.

The Kuwaiti daily al-Rai quoted an unnamed U.S. official Sunday as saying Hezbollah operatives trained in Syria on SA2 anti-aircraft missile batteries, and that Israel has warned Damascus that if such weapons are given to the Shiite Arab militants, Jerusalem would view it as crossing an undeclared "red line," the Israeli newspaper Haaretz reported....

The Iranians continue to breathe threats and murder, and the West continues to do nothing. "Senior Iranian Official Mohammad Hassan Rahimian: Our Missiles Can Cause 'Big Holocaust' in Israel," from MEMRI, January 12 (thanks to Sr. Soph):

Following is an excerpt from a statement by Mohammad Hassan Rahimian, Khamenei's representative in the Iranian Martyr Foundation, which aired on Al-Manar TV on January 12, 2010.

Mohammad Hassan Rahimian: The economic siege and everything they have done against us... "The plotting of evil will hem in only its authors." The outcome was the opposite. Before the war, we had no military equipment. We have manufactured missiles that allow us, when necessary, to replace (sic) Israel in its entirety with a big holocaust.

Another provocation. I used to call stories like these "1938 Alerts," as if to say that they marked the run-up to a world war. But with the supine Obama in the White House, it is not 1938, and there will be no war -- only surrender without a shot being fired.

"Iran test-fires advanced missile," from the BBC, December 16 (thanks to all who sent this in):

Iran has successfully test-fired an improved version of a medium-range missile, state television has said.

The Sajjil-2 has a longer range than previously-tested missiles which could travel 2,000km (1,243 miles), Iran's Arabic-language TV station announced.

That range would put Israel and US bases in the Gulf within range.

Correspondents say it is not the first time this missile has been tested, but the timing is likely to add to current tension over Iran's nuclear ambitions.

The West says that Iran is trying to build nuclear weapons, a charge Iran denies.

UK Prime Minister Gordon Brown said the missile launch could increase the likelihood of further sanctions on Iran.

They must be quaking in their boots in Tehran!

As a new immigrant to Israel about to enter the army and living in Sderot, I have some questions.

As an oleh chadash (new immigrant) that came to land of the Jewish people not due to persecution or suffering but because of deep-rooted beliefs in Zionism, like many I have a big problem with all the latest discussions over Gilad Shalit.

As an oleh chadash that has recently received a profile score of 97 to serve my mandatory army service in a combat unit, and as an oleh chadash that for the past year has lived in the Gaza border city of Sderot I have an enormous problem with the latest discussions over Gilad Shalit.

I do not hold some seat in the government with some fancy title but I know what is going on now is wrong and it pains me to watch it happen.

Why is the discussion during the past week about how many terrorists we are going to give Hamas, Fatah, and the PA as a whole for Gilad’s return? Why isn’t the discussion about how we are going to make Hamas pay a huge price for the kidnapping of Gilad or about a plan to retrieve him?

Because we simply have entered into the Arabs’ shuk of hostage negotiating they have already declared a victory that will only empower them to kidnap more soldiers. It is laughable if one believes that they care if they get back 400, 1000, 980 or even 5 of their terrorists because they are in no way lacking numbers, and moreover as they use their own sons and daughters as human shields they clearly don’t value the lives of those they are receiving.

After a 21 day operation inside the Gaza Strip and we didn’t see Gilad back home, and now with our government, providing our enemies with the future opportunities to kidnap more of our sons and brothers- what am I supposed to think as someone soon entering the Israeli Defense Forces for ideological reasons when I know that my homeland won’t rescue me and will minimally take over 3 years to trade me only at the cost of future capture of others like me?

As someone living in Sderot since Operation Cast Lead it is hard to believe that this cowardly surrender to our enemies will bring anything but more missiles to more cities in Israel. It is awing to me when even the Defense Minister Ehud Barak has accepted the reality of rockets in our lives when last week in Sderot he described the situation as quiet. Friday before Shabbat we surpassed a count of 280 qassams, mortars and grads fired since Operation Cast Lead- apparently an acceptable amount to our elected leaders.

So what am I supposed to think as someone who lives in Sderot for the same ideological reasons that I have come to my homeland and will serve in our army, when I know our government is giving our enemies the opportunity to fire more missiles at me and others like me?

Can we really not get Gilad back with our infamous intelligence sources, stealth, and military training? Or has our government already sacrificed him and others to be so that they can get political points with all the world on-lookers and as a result maybe Bibi can also get a handout Nobel Peace Prize?

While all of this is happening and is considered a movement toward a greater peace deal, are we really supposed to believe it is all because of that scary hot-topic term “settlements.” Sderot, Ashkelon, and Beersheva are all targets of missile attacks that are not considered “settlements” by our administration or the Obama led American administration. Gilad Shalit was born in Nahariya and grew up in Mitzpe Hila, both of which are not “settlements.” So how can disallowing the growth of the Jewish nation or what George Mitchell and Barack Obama deem illegal settlement building really help bring Gilad home, stop the future capture of Israelis, and stop missiles from being fired at Israelis?

I do not intend to be facetious in writing all these questions but I am truly asking. As an oleh chadash soon entering the IDF and living in Sderot, what I am observing baffles me and leaves me with a load of questions.
