“Law & Order” creator Dick Wolf came under withering fire the other night on  “The O’Reilly Factor.“  Bill O’Reilly called the producer a “despicable human being” whose TV crime series is “out of control.”  What prompted O’Reilly’s ire was a recent episode of “Law & Order: SVU” in which a character said:
